Appropriates funds to the University of Hawaii Maui College to establish and operate a water testing laboratory on the island of Maui.

Creates two full-time equivalent positions: a laboratory coordinator with a doctoral degree in water science ($100,000 annually) and a laboratory assistant with a bachelor's degree in marine science or biology ($65,000 annually).

Allocates $50,000 annually for laboratory supplies and testing supplies.

Total appropriation of $215,000 annually for fiscal years 2023-2024 and 2024-2025 to address water quality testing delays (currently takes up to twelve weeks when samples must be sent to Oahu).

Becomes effective on July 1, 2050.
