HI SB2

Amends Article X, Section 2 of the Hawaii Constitution to change the Board of Education from an appointed board (nominated by the governor and confirmed by the senate) to an elected board composed of members elected in a nonpartisan manner by qualified voters.

Establishes two at-large school board districts: the first comprising the island of Oahu and all other islands not specifically enumerated, and the second comprising the islands of Hawaii, Maui, Lanai, Molokai, Kahoolawe, Kauai, and Niihau.

Divides each at-large school board district into departmental school districts with at least one member required to reside in each departmental school district, as provided by law.

Adds a nonvoting student member to the Board of Education to be selected by the Hawaii state student council from a public high school student.

Amends Article XVIII, Section 12 to establish a transition period from the appointed board to the elected board of education, and submits the constitutional amendment to voters with the question: "Shall the Board of Education be changed from a board appointed by the governor to a board elected by the qualified voters of the State, as provided by law?"
