HI SB20

Establishes a state employee child care center pilot program consisting of two child care centers on Oahu: one located in or near the state capitol building and one in Kapolei.

Requires the Department of Accounting and General Services to establish, equip, and operate the centers by contract, serving eligible children of state employees (defined as those with a parent, grandparent, aunt, uncle, or legal guardian employed full-time by the State).

Centers must provide full-time weekday child care beginning at least one-half hour before the regular work day and ending no earlier than one-half hour after the work day ends.

Authorizes the department to establish minimal fees to offset costs and permits acceptance of children from non-state employees if space is available.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025; pilot program repeals June 30, 2028.
