HI SB2016

Requires all public elementary, middle, and high schools in Hawaii to start no earlier than 8:30 a.m., excluding charter schools, beginning with an unspecified school year.

Allows the Department of Education Board to grant waivers to schools subject to the start time requirement through policies and procedures to be adopted.

Requires schools to maintain compliance with minimum instructional time requirements under section 302A-251 regardless of their start times.

Directs the Department of Education to adjust state-provided school bus and school meal schedules to align with the new 8:30 a.m. start times.

Defines "school day" to include "zero period" or extra periods offered before regular classes begin.
