Prohibits counties from changing land use designations or zoning of property to a less intensive use below what was allowed under general plan or zoning ordinances in effect on January 1, 2024, for land where housing is an allowable use.

Prohibits counties from reducing the intensity of land use within existing zoning districts below the standards in effect on January 1, 2024.

Allows counties to change land use designations or zoning to less intensive uses if they concurrently enact changes to other parcels within the jurisdiction to ensure no net loss in residential capacity.

Defines "less intensive use" to include reductions to height, density, floor area ratio, increases to open space or lot size requirements, increases to setback or frontage requirements, and any other changes that would lessen housing intensity.

Takes effect upon approval.
