HI SB2050

Requires the Department of Land and Natural Resources to establish and conduct a Marine Life Conservation District Carrying Capacity Program to assess carrying capacity, commercial use impacts, and effectiveness of closures and access restrictions in state marine life conservation districts.

Directs DLNR to consult with counties, University of Hawaii (including Hawaii Institute of Marine Biology), and nonprofit community organizations when conducting the program.

Requires DLNR to amend administrative rules as appropriate to implement findings from the carrying capacity program.

Requires DLNR to submit reports with findings, recommendations, and any proposed legislation to the legislature no later than 20 days prior to regular sessions in 2025 and 2026.

Appropriates funds from general revenues for fiscal year 2024-2025 for the department to establish and conduct the program; takes effect July 1, 2050.
