Requires the State Council on Developmental Disabilities to collect comprehensive data on health disparities affecting individuals with intellectual or developmental disabilities in Hawaii and submit a report to the legislature no later than twenty days before the 2026 regular session convening.

Report must include population-level health differences between individuals with and without developmental or intellectual disabilities covering access to health care, preventive care, health behaviors, chronic disease diagnoses, emergency preparedness, insurance coverage, and social determinants of health.

Report shall analyze contributing factors to health disparities including race, ethnicity, gender, age, county of residence, and economic and social disadvantages, and identify which disparities are preventable or avoidable.

Council may consult with community stakeholders on provider training improvements, accessibility mandates for health infrastructure, communication guidelines for health care providers, and other relevant topics.

Appropriates funds from general revenues for fiscal year 2024-2025 to the Department of Health for the State Council on Developmental Disabilities to conduct the study; declares that the general fund expenditure ceiling will be exceeded.
