Defines "community outreach board" as a board established to serve in a community advisory capacity under a county department

Extends existing Sunshine Law provisions applicable to neighborhood boards to also cover community outreach boards, including notice, agenda, and public input requirements

Allows neighborhood board and community outreach board members to attend public meetings or presentations on matters relating to official board business statewide without charging fees or requiring registration

Permits board members attending such meetings to ask questions relating to official board business of persons other than fellow board members

Takes effect July 1, 2112
