Establishes a one-year school bus driver certification subsidy pilot program within the Department of Education to address the chronic shortage of school bus drivers in Hawaii.

Department of Education must establish eligibility criteria, a training curriculum for obtaining commercial driver's licenses with school bus endorsements, and pathways for existing school van drivers and bus aides to obtain required certifications.

Department must submit an interim report to the Legislature no later than twenty days before the 2025 regular session and a final report no later than twenty days before the 2026 regular session.

Pilot program terminates at the end of the 2024-2025 school year.

Appropriates funds from the general revenues of the State of Hawaii for fiscal year 2024-2025 and declares that the general fund expenditure ceiling will be exceeded; takes effect July 1, 2024.
