SB 2066 Summary

• Establishes an alternative pathway for housing projects to qualify for exemptions from state laws and rules relating to planning, zoning, and construction standards.

• Projects qualifying under the alternative pathway must require 100 percent of units to be exclusively for qualified residents (Hawaii residents with no majority ownership in other residential properties, domiciled in the State, and owner-occupants) for the lifetime of the project.

• Alternative pathway projects cannot impose stricter income requirements than those adopted or established by the State.

• Alternative pathway projects must still meet conditions including corporation findings on health and safety, utility commission approval, county legislative body approval within 45 days, and land use commission approval within 45 days.

• Effective upon approval.
