Appropriates $1,444,683 from general revenues for fiscal year 2024-2025 to the Department of Education for Ka Papahana Kaiapuni (Hawaiian language immersion) programs.

Establishes 3.0 full-time equivalent positions for Ka Papahana Kaiapuni curriculum specialist II roles to develop pedagogy and curriculum content.

Establishes 10.0 full-time equivalent positions for Ka Papahana Kaiapuni classroom teachers to provide instruction across the 22 Ka Papahana Kaiapuni program schools statewide.

Addresses growing enrollment demand in Hawaiian language immersion education, which has increased by approximately 1,400 students over the past decade while dedicated resources have declined since 2008.

Takes effect July 1, 2024 and exceeds the state general fund expenditure ceiling for fiscal year 2024-2025, declared necessary to serve the public interest.
