Exempts educational materials and related training for career and technical education programs from Hawaii's public procurement code, allowing the Department of Education to procure this equipment outside normal competitive bidding requirements.

Requires the Department of Education to obtain three written quotes for career and technical education purchases exceeding $100,000.

Requires awards over $2,500 to comply with section 103D-310(c) provisions regarding offerors, and awards over $500,000 to be approved by the Superintendent of Education.

Establishes a sunset provision repealing this exemption on July 1, 2027, after which the procurement code requirements revert to their previous form.
