Authorizes the State of Hawaii Plant and Animal Declaration Form to be distributed and completed in electronic form in addition to paper form.

Requires completed electronic declaration forms to be transmitted to the inspector before passengers depart the first airport or seaport of arrival, rather than only collecting paper forms upon arrival.

Maintains existing requirements for notification of imported articles, inspection authority, disinfection/quarantine procedures, and designation of restricted articles requiring advance permits or authorization.

Makes minor grammatical and stylistic changes to Hawaii Revised Statutes Section 150A-5, replacing "such" with "the," "any other," or other appropriate terms for clarity.

Takes effect upon approval.
