Requires facilities-based mobile telecommunications service providers to designate contact points to receive notifications from electric utilities about deenergization of electrical lines and develop uniform protocols to respond to outages.

Mandates telecommunications providers to communicate relevant deenergization information to public safety and emergency response offices in affected areas.

Requires each electric utility to construct and maintain electrical lines and equipment to minimize risk of catastrophic wildfire and to submit a risk-based wildfire mitigation plan to the Public Utilities Commission for approval.

Specifies that wildfire mitigation plans must include procedures for deenergizing power lines, notification protocols for customers and first responders, vegetation management standards, infrastructure inspection procedures, and estimated implementation costs.

Authorizes the Public Utilities Commission to determine reasonable plan costs and allow utilities to recover those costs through rates, with actual costs 15% or less above approved amounts presumed prudent; effective July 1, 2040.
