HI SB2099

Creates new offense of loitering in or obstructing school-zoned property during school hours (Monday-Friday, 7:00 a.m. to 4:00 p.m., excluding non-instructional days).

Prohibits loitering on public school property or public property within 200 feet of a school, and intentionally obstructing access to buildings, walkways, roads, sidewalks, or structures on school-zoned property.

Exempts enrolled students, persons transporting students, individuals with disabilities using mobility devices, people engaged in expressive activity, permitted events, maintenance/construction workers, and others listed in subsection (2).

Requires law enforcement officer notification before violation can be charged; violators are subject to petty misdemeanor penalties.

Takes effect January 1, 2025.
