Requires boards to hold hybrid meetings allowing participation both in-person and remotely using interactive conference technology with audiovisual interaction among all participants.

Mandates at least one in-person public meeting location with audiovisual connection and requires notice to inform the public how to remotely view and provide oral testimony.

Requires boards to record public meetings when practicable and make recordings electronically available on the board's website, with archives maintained alongside posted minutes.

Automatic meeting recess for up to 30 minutes if audiovisual communication is lost with board members, the in-person location, or remote broadcast; meeting terminates if not restored within 30 minutes without alternative arrangements.

Takes effect January 1, 2112.
