Mandates that breeders and brokers verify their identity to retail pet stores by providing a general excise tax license or business license with a certificate of good standing, plus a valid photo identification issued by a federal or state government agency.

Allows retail pet stores to voluntarily provide source and medical history records to pet purchasers before finalizing a sale.

Establishes penalties of not less than $1,000 fine and a prohibition on selling pet animals for at least one year for violations.

Permits retail pet stores to showcase dogs or cats owned by nonprofit animal welfare organizations.

Takes effect July 1, 2040.
