Amends Hawaii's unclaimed property law to require financial organizations to notify all persons listed in their records as potentially having an interest in abandoned property, regardless of whether those persons are apparent owners.

Mandates that financial organizations provide written notice stating that the organization holds property subject to unclaimed property law and that custody will transfer to the State if the property is not claimed.

Requires the notice to be sent at least 90 days but not more than 270 days before filing the report with the Department of Budget and Finance, in addition to existing notice requirements.

Makes the new notification requirement a separate and additional notice requirement beyond the existing notice required for apparent owners under current law.

Requires holders to file an affidavit confirming compliance with both the original notice requirements and the new financial organization notification requirements.
