Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to update the state agriculture functional plan to include freshwater and saltwater aquatic organisms as viable food sources.

Mandates preparation of a report on freshwater and saltwater aquatic organisms prior to each state agriculture functional plan update, covering aquaculture objectives, food self-sufficiency impact, wholesale and retail sales data, and ecosystem effects on traditional fishing practices.

Defines "freshwater and saltwater aquatic organisms" as naturally born or hatchery-raised fish and shellfish harvested through commercial, recreational, or subsistence fishing, excluding farm-raised fish from net-pen aquaculture.

Requires the Department of Agriculture to submit the first report to the legislature no later than 20 days before the 2026 regular legislative session, including any proposed legislation.

Establishes effective date of July 1, 3000.
