Requires the Department of Agriculture to establish, implement, and administer a state meat and poultry inspection program.

Department must consider statutory authority, inspection issues, product sampling, staffing and training, animal handling, compliance, laboratory methods, civil rights, and financial accountability when establishing the program.

Department must submit annual reports to the legislature no later than twenty days before each regular session detailing findings, recommendations, and any proposed legislation.

Appropriates unspecified general revenues for fiscal year 2024-2025 to establish and administer the meat and poultry inspection program.

Act takes effect July 1, 2024, and declares that appropriations will exceed the state general fund expenditure ceiling (specific amount not filled in).
