Amends Hawaii Revised Statutes Section 302D-18(a) to lengthen charter school contract renewal periods from five years to ten years.

Allows charter school authorizers to vary contract terms based on performance, demonstrated capacities, and particular circumstances of each school.

Permits authorizers to grant renewals with specific conditions for necessary improvements to charter schools.

Aims to enable charter schools to secure long-term leases, make significant campus purchases, and engage in long-term strategic planning.

Takes effect upon approval.
