Expands ocean stewardship user fee collection requirements to all persons required to obtain a permit from the Department of Land and Natural Resources for commercial activity under specified sections, rather than limiting it to commercial vessel operators.

Extends the sunset date of the ocean stewardship special fund from January 1, 2029 to January 1, 2031.

Continues depositing collected fees into the ocean stewardship special fund until January 1, 2031, after which fees will be deposited into the general fund.

Repeals section 187A-A and abolishes the ocean stewardship special fund on January 1, 2031, with any remaining balance lapsing to the general fund.
