Amends Hawaii Revised Statutes Section 712-1220 to modify the definition of "advance gambling activity"

Removes language requiring that a person with control over premises "makes no effort to prevent" gambling activity from occurring or continuing

Requires only that a person with substantial proprietary or authoritative control "permits" gambling activity to occur or continue to be considered advancing gambling activity

Sunsets on July 1, 2029, after which the statute reverts to its prior form

Does not affect rights, duties, or proceedings that existed before the effective date of this Act
