Amends Section 91-13.5 of Hawaii Revised Statutes to clarify that maximum time periods for granting or denying business or development-related permits, licenses, or approvals only apply when no contested case request has been filed.

Excludes applications subject to state-administered permit programs delegated, authorized, or approved under federal law from the maximum time period requirements.

Establishes that contested case proceedings suspend the running of permit decision deadlines.

Takes effect on July 1, 2024.
