Requires county council approval by resolution for sole source procurement contracts exceeding $30,000 awarded by any county.

Restructures Hawaii Revised Statutes Section 103D-306 to require five conditions for sole source procurement: written determination by purchasing agency head, chief procurement officer review and approval, public posting of determination, past performance review, and no outstanding objections.

Adds county council approval as a prerequisite condition for sole source contracts over $30,000 threshold.

Addresses corruption and ethical violation risks identified in bribery scandals involving Maui County, Hawaii County, and City and County of Honolulu officials.

Takes effect upon approval with no retroactive application to matured rights, incurred penalties, or proceedings begun before enactment.
