Amends Hawaii Revised Statutes Section 11-364 to add Section 11-351 to the list of applicable contribution limits for campaign contributions.

Requires candidates, candidate committees, and noncandidate committees to return excess contributions exceeding applicable limits within 30 days of receipt.

Specifies that any excess contribution not returned within 30 days shall escheat to the Hawaii election campaign fund.

Applies to excess cash contributions exceeding $100 in the aggregate from a single person during an election period.

Takes effect upon approval.
