Expands the definition of "lobbying" under Hawaii Revised Statutes Chapter 97 to include communications with high-level government officials (as identified in HRS 84-17(d)) regarding procurement, contract solicitation/award, or potential vendor relationships with administrative agencies, except communications governed by HRS 103D or 103F or those initiated by legislators or state employees.

Establishes a presumption that individuals with substantial ownership interest or employed by an organization who actively participate in lobbying activities directly benefiting that organization are presumed to be receiving compensation for their lobbying efforts.

Makes any contract or other action entered into by the State in violation of Chapter 97 voidable by the State, provided the action to void is initiated within 60 days of a violation determination and considers interests of affected third parties; grants the Attorney General enforcement authority.

Takes effect on January 1, 2027.
