Amends Hawaii Revised Statutes Section 127A-13(a) to allow the governor to suspend mortgage foreclosure provisions of chapter 667 for properties with substantial damage of $10,000 or more resulting from a disaster during a declared state of emergency.

Reorganizes and renumbers the governor's emergency powers in Section 127A-13(a), consolidating provisions related to law suspension into subsection (3) with three categories: laws impeding emergency functions, regulatory laws for out-of-state utilities, and mortgage foreclosure provisions.

Updates language throughout Section 127A-13(a) to improve clarity by replacing archaic phrasing (e.g., changing "in the event of" to "if" and "which" to "that").

Corrects a cross-reference in Section 127A-14(c) from Section 127A-13(a)(5) to Section 127A-13(a)(4) to reflect the renumbered emergency powers.

Takes effect on July 1, 2040.
