Amends Section 302A-803, Hawaii Revised Statutes to modify the Board of Education's powers regarding career and technical education licensing criteria.

Allows the Board to issue full career and technical education licenses to qualified individuals with a high school diploma plus comparable education, coursework, industry experience, and content expertise, in addition to those with an associate's degree or higher.

Removes the comma after "associate's degree" in the existing statute to clarify that a high school diploma with equivalent qualifications is an alternative pathway to obtaining a career and technical education teaching license.

Takes effect upon approval.
