Amends Section 302A-803, Hawaii Revised Statutes, to modify the Hawaii Teacher Standards Board's authority regarding career and technical education (CTE) licensing criteria.

Allows the board to issue a full career and technical education license to qualified individuals with either an associate's degree OR a high school diploma with comparable education and coursework, industry experience, and content expertise.

Previously required applicants to have at least an associate's degree; now permits high school diploma holders to qualify if they have equivalent education, relevant coursework, and demonstrated industry experience.

Takes effect on July 1, 2024.
