Requires the Department of Education to submit a preliminary report by twenty days before the 2025 legislative session on the status of lands designated for transfer under Act 307 (2022), including recommendations for prioritizing remaining transfers.

Addresses Hawaii's teacher shortage by providing affordable housing and transportation to improve recruitment and retention, acknowledging that housing costs consume significant portions of teacher salaries despite wages trailing national averages when adjusted for cost of living.
