Adds a new duty for the Information Technology Steering Committee to assist the Chief Information Officer in developing a plan to enhance the hawaii.gov mobile application to increase resident and visitor usage.

Requires the Chief Information Officer's annual report to include updates on the hawaii.gov mobile application in addition to existing reporting requirements.

Defines "hawaii.gov mobile application" as the mobile application developed by or for the State to enable public access to hawaii.gov.

Takes effect on July 1, 2024.
