Requires travel reports submitted by state employees, officers, and other representatives of state departments and agencies for out-of-state or intra-state official business to be made publicly available on the comptroller's website in a searchable format

Mandates redaction of personally identifiable information from published reports and limits law enforcement travel reports to only date, departure/arrival points, and statement that travel was for law enforcement operations

Allows state law enforcement agencies to delay reporting of law enforcement-related travel until completion of investigation or prosecution if necessary to preserve confidentiality

Exempts certain travel from public reporting, including travel necessitated by due process, litigation, prosecution, student referrals requiring confidentiality, and intra-island travel by board or commission members attending meetings

Appropriates funds to the department of accounting and general services for fiscal year 2024-2025 to establish and maintain the digital public access system for travel reports; effective July 1, 3000
