Establishes a workforce development advisory board for the Agribusiness Development Corporation (Chapter 163D) with members including the director of labor and industrial relations, superintendent of education, UH community colleges vice president, a non-profit agriculture representative, and three governor-appointed individuals with relevant experience.

Establishes a workforce development advisory board for the Hawaii Technology Development Corporation (Chapter 206M) with members including the director of labor and industrial relations, superintendent of education, UH community colleges vice president, and three governor-appointed individuals with relevant experience.

Establishes a workforce development advisory board for the Natural Energy Laboratory of Hawaii Authority (Chapter 227D) with the same membership structure as the technology board: director of labor and industrial relations, superintendent of education, UH community colleges vice president, and three governor-appointed individuals.

Requires all three advisory boards to meet as often as practicable, with appointed members serving without compensation but receiving reimbursement for necessary expenses including travel.

Takes effect July 1, 3000 (appears to contain a typographical error in the effective date).
