Amends Hawaii Revised Statutes Section 291C-104 to establish a mandatory $250 fine for speeding violations.

Adds optional surcharge of up to $100 for speeding violations to be deposited into the trauma system special fund.

Imposes $25 surcharge for speeding violations in school zones to be deposited into the safe routes to school program special fund.

Establishes escalating penalties for multiple school zone speeding violations within 18 months: first violation $250, second violation $500, third or subsequent violation $1,000 plus one-year license revocation.

Takes effect July 1, 3000.
