Requires the Governor to administer and facilitate a state capitol tour program utilizing unpaid volunteer docents to conduct walking tours of the Hawaii state capitol building and grounds.

Program shall be developed in consultation with the legislative reference bureau's public access room and operate in areas of the building that can safely accommodate tour participants.

Appropriates general fund revenues for fiscal year 2024-2025 for one permanent full-time equivalent (1.0 FTE) position and the tour program, with the amount left blank in the bill.

Declares that the general fund expenditure ceiling for fiscal year 2024-2025 will be exceeded, with specific amounts and percentages left blank.

Takes effect July 1, 2112 (note: this date appears to be an error, as it is nearly 90 years in the future).
