Requires the Department of Health's Clean Water Branch to continue sampling Tier 1 beaches during brown water advisories as part of the Hawaii beach monitoring program, following regular sampling schedules.

Permits suspension of sampling only when hazardous conditions exist at affected beaches and supplies or staff are unavailable for sample collection and analysis.

Defines "hazardous conditions" as physical environment events that may result in injuries or death to individuals and may constitute an emergency or disaster.

Mandates the Department of Health to adopt or amend administrative rules under Hawaii Revised Statutes Chapter 91 to implement these requirements.

Effective July 1, 3000.
