Requires the Department of Education to provide free breakfast to all students enrolled in department schools beginning with the 2024-2025 school year, regardless of federal school breakfast program eligibility.

Requires the Department of Education to provide free lunch to all students enrolled in department schools beginning with the 2024-2025 school year, regardless of national school lunch program eligibility.

Amends pricing rules so that meal prices apply only to non-free meals, while maintaining department authority to set prices to recover at least one-half the cost of meal preparation.

Appropriates funds from general revenues for fiscal year 2024-2025 to cover total plate costs for universal free school breakfasts and lunches after federal funding is accounted for (amount to be specified).

Takes effect July 1, 2024.
