Appropriates funds from general revenues for fiscal year 2024-2025 to support mullet production for fishponds and stock enhancement in Hawaii.

Authorizes creation of new positions including aquatic biologist V and IV positions, and fishery technician V and IV positions at the division of aquatic resources' Anuenue fisheries research center on Oahu, Wailoa fisheries research station in Hilo, and Waianae high school.

Provides funding for equipment including shipping containers, tanks, backup generators, and hatchery equipment at the Anuenue fisheries research center, Wailoa fisheries research station, and Waianae high school.

Appropriates funds for maintenance and operating costs including feed, supplies, electricity, and water for restorative aquaculture projects.

Declares that appropriations will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 and takes effect July 1, 3000.
