Allows the Chief Election Officer to use accurate copies of paper ballots, including electronic copies, instead of original paper ballots when conducting precinct audits of electronic voting system tallies.

Requires post-election audits of at least 10 percent of precincts using electronic voting systems to verify that electronic tallies match hand tallies of paper ballots.

Makes technical corrections to Hawaii Revised Statutes Section 16-42(b) by changing "shall be" to "are," "shall conduct" to "conducts," and "If" to "When" for grammatical consistency.

Maintains existing requirements that electronic voting systems undergo inspection, audit, and testing by qualified observers before and after elections, and that no system upgrades or patches be applied for 30 days after an election.

Takes effect upon approval.
