Clarifies that the Chief Election Officer must audit all elections in the randomly selected precincts, not just a single election.

Requires hand tallies of paper ballots in audited precincts to be compared with electronic tallies generated by the voting system for all elections in those precincts.

Maintains requirement that discrepancies found in pre-certification audits trigger an expanded audit to determine the extent of any misreporting in the system.

Takes effect upon approval.
