• Increases State Building Code Council voting membership from 12 to 16 members by adding representatives from the General Contractors Association of Hawaii, American Council of Engineering Companies - Hawaii, Land Use Research Foundation, and NAIOP Commercial Real Estate Development Association.

• Removes the requirement for a county building officials subcommittee and the unanimous agreement rule for recommending state amendments to building codes.

• Requires the council to conduct a cost-benefit analysis before amending or updating codes that increase construction costs, with analysis expenses paid by the proponent of the amendment.

• Grants counties sole discretion to amend, adopt, and update Hawaii state building codes within their respective jurisdictions without council approval, within two years of code adoption.

• Establishes that if the council does not adopt a code within two years of publication, the code automatically becomes part of the Hawaii state building code until superseded by council action.
