S.B. 2349 Summary

• Prohibits the sale, offer for sale, and operation of gasoline-powered leaf blowers (defined as two-stroke internal combustion engine-powered devices) at any time in Hawaii

• Restricts operation of non-gasoline powered leaf blowers in residential zones to 8:00 a.m. to 6:00 p.m. weekdays and 9:00 a.m. to 6:00 p.m. on Sundays and state/federal holidays

• Increases fines from $50 to $100 for first violation, from $100 to $250 for second violation, and adds $500 for each subsequent violation; provides for forfeiture of gasoline-powered leaf blower on third violation

• Removes the existing exemption for government entities and agents acting on behalf of government entities from leaf blower restrictions

• Takes effect July 1, 2050
