HI SB2350

Establishes a new prohibition on using mufflers that noticeably increase motor vehicle noise above factory levels on public highways in high density population areas (counties with 500,000+ population).

Creates tiered penalties for violating the high density population area muffler restriction: first violation up to $200, second violation within 5 years up to $500, third or subsequent violation within 5 years up to $1,500.

Increases tiered penalties for motor scooter muffler violations under section 291-22: first violation up to $100, second violation within 5 years up to $300, third or subsequent violation within 5 years up to $900.

Replaces flat penalty structure for motor vehicle muffler violations under section 291-24.5 with tiered fines: first violation up to $100, second violation within 3 years up to $300, third or subsequent violation within 5 years up to $900.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
