Establishes a Plant-Based Building Materials Working Group to study cultivation of plants for development of plant-based building materials in Hawaii, including bamboo, industrial hemp, and cyanobacteria-based products.

Working group composition includes the University of Hawaii Manoa College of Tropical Agriculture dean (chair), University of Hawaii Hilo College of Agriculture director, Board of Agriculture chairperson, Hawaii Climate Change Mitigation and Adaptation Commission coordinator, four plant-based building materials experts, one building materials expert, and additional members at the chairperson's discretion.

Members serve without compensation but receive reimbursement for reasonable expenses including travel; members are exempt from Hawaii Revised Statutes Chapter 84 regarding conflict of interest solely for their participation.

Working group must submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2026 regular session convenes.

Working group dissolves on January 14, 2026.
