Authorizes the Department of Education to establish a recognition program that incentivizes schools to submit plans for reaching a 30% locally sourced food goal by 2030, as established under Act 175, Session Laws of Hawaii 2021.

Requires the Department of Education to establish guidelines for the recognition program, including what incentives to award to schools that commit to and reach the local farm to school meal goals.

Requires all Department of Education high schools to provide at least one plant-based meal option under the school meals program.

Allows Department of Education high schools to establish a day within the school week to provide only plant-based options for school meals.

Requires high schools to establish their own guidelines, subject to Department approval, that incorporate nutritional guidelines, menu planning, and staffing to carry out plant-based meal requirements.
