• Requires election ballots issued by the Chief Election Officer or county clerks to exclude any candidate disqualified under the 14th Amendment Section 3, Hawaii State Constitution Article XVI Section 3, or other constitutional or statutory provisions.

• Establishes a Supreme Court process for challenging candidate inclusion or exclusion on ballots, with challenges filed no later than 57 days before the general election and court decisions issued within 53 days before the election.

• Adds candidate disqualification under specified constitutional and statutory provisions as valid grounds for election contest complaints, with a preponderance of evidence standard of proof.

• Requires presidential and vice presidential electors to be individuals not disqualified under the 14th Amendment Section 3, Hawaii State Constitution Article XVI Section 3, or other constitutional or statutory provisions.
