Prohibits lessees who sell or transfer their Hawaiian home lands lease interest for personal gain from being placed on any subsequent department waiting list for additional leases.

Grants the Hawaiian Homes Commission a right of first refusal whenever a lessee seeks to sell or transfer their lease interest for personal gain.

Defines "personal gain" as an action purely motivated by the desire to make a profit.

Applies the same restrictions to successors who inherit or receive leases through transfer and subsequently sell or transfer their interest for personal gain.

Takes effect April 14, 2112.
