Mandates legislative committee chairs conduct public hearings or informational briefings on submitted reports within one year of receipt, with extensions or waivers requiring public notice on the legislature's website and at the state capitol.

Exempts financial audits and regularly occurring studies or audits from the public hearing requirement.

Requires appropriate legislative committee chairs to conduct public hearings or informational briefings on performance audit reports issued by the office of the auditor within one year of publication, excluding financial and single audits.

Requires state departments and agencies to submit reports within one year of a funded program's enabling act becoming law, including financial information, staffing numbers, implementation timeline, achievements, findings, and effectiveness data.
