Amends Hawaii Revised Statutes Section 11-381 to allow campaign funds to be used for a candidate's child care and vital household dependent care costs as a new permitted use of campaign funds.

Child care expenses qualify only if directly necessary for the candidate's participation in campaign activities and are provided by non-family members.

Covers care for children under 12 years old (biological, adopted, foster, step, or legal ward) and care for household dependents physically or mentally incapable of self-care.

Limits qualifying expenses to services provided from January 1 of the election year through the day after the primary or general election in which the candidate appears on the ballot.

Takes effect July 1, 3000 (note: effective date appears to contain a typographical error).
